Coverage, what we hold, and what we lack
This tool exists to say what we do not have. A system that cannot state its own gaps
cannot be trusted with a completeness question.

What we hold, and what we honestly don't.
1,402 publisher works and collections in 4,656 dated snapshots. The publisher only maintains consolidated (amendments-merged) editions for some laws,
the codes and frequently amended acts. Lex holds all of those. The other
≈24,579 Luxembourg acts never get a consolidated edition; they are not here yet
(and we won't guess dates for texts we haven't seen).
Of those snapshots, 3,163 carry the full official text and
1,493 are a dated entry with its source and hash but no wording.
Why: Lex ingests the publisher's XML, because XML is the only format that marks
where each article begins and ends, which is what makes an article citable, hashable and
comparable across dates. Legilux offers XML for 2,892 of its consolidations, PDF only for
1,611, and no file at all for 130. Roughly 1,371 of those PDF-only versions are the
thematic folders marked above, which nobody voted and which carry no rule of their own.
The live rows above are the current result, not a copied estimate. The remaining wordless
records are publisher collections with no single authoritative instrument text, fileless
catalogue records, or a source Lex refused because the requested act's identity could not
be proved inside the linked gazette issue. Each record still links to the publisher.
Those answer with text_not_available rather than pretending.
History can never go deeper than what the publisher itself digitised.
