Cookies
Lex sets no cookie.
No cookie, no browser storage
This site sets no cookie, neither its own nor anyone else's, and writes nothing to your browser's storage. It loads nothing from other sites, so no other site can set one through it. That is why it asks you for no consent.
How this is checked
Automated tests fail if a page of the site sets a cookie, writes to the browser's storage or asks another site for anything, and each release is checked, before it serves readers, for any answer that sets a cookie.
