    Art. 4.L’annexe 3 est modifiée comme suit :au point 2, alinéa 2, les termes « l’une des deux cases réservées » sont remplacés par les termes « la case réservée ».au point 2, l’alinéa 5 prend la teneur suivante : « La personne exerçant le droit de vote place le bulletin plié, l’estampille à l’extérieur, dans la première enveloppe qu’elle ferme. Elle glisse celle-ci dans la seconde enveloppe portant l’adresse du président du bureau de vote, ferme le pli, et le remet à la poste, sous la forme d’une simple lettre, au plus tard le 29 mars. Lorsque le 29 mars est un samedi, un dimanche, un jour férié légal ou un jour férié de rechange, le délai est prorogé au premier jour ouvrable suivant. »
