    Art. 1er.L’article 12 du règlement grand-ducal du 4 novembre 2014 portant exécution de la loi du 22 septembre 2014 relative au Fonds national de soutien à la production audiovisuelle et modifiant 1) la loi modifiée du 22 juin 1963 fixant le régime des traitements des fonctionnaires de l'État 2) la loi modifiée du 13 décembre 1988 instaurant un régime fiscal temporaire spécial pour les certificats d'investissement audiovisuel, et portant fixation des indemnités revenant aux membres du conseil d'administration et du comité de sélection du Fonds national de soutien à la production audiovisuelle, est complété par les alinéas suivants : « Le Fonds renonce toutefois à la restitution du ou des versement(s) qui ont déjà été déboursés par la société bénéficiaire si les raisons pour lesquelles l’œuvre cinématographique ou audiovisuelle objet de l’Aide ne s’est pas effectivement concrétisée endéans le délai fixé par le Fonds, sont indépendantes de la volonté de la société de production et que ces montants déboursés par la société de production sont irrécupérables. À cet effet, la société de production doit soumettre au Fonds : la liste du ou des versement(s) effectué(s) à la société bénéficiaire pour la production de l’œuvre qui sont irrécupérables et non couvert(s) par une assurance de bonne fin ;la description des raisons indépendantes de la volonté de la société de production requérante qui sont à la base de la non-concrétisation de l’œuvre audiovisuelle ou cinématographique ainsi que leur lien de causalité direct avec celle-ci.  »
